In /etc/default/keyboard (seems to work for console only):
XKBMODEL="pc105" XKBLAYOUT="us" XKBVARIANT="dvorak" XKBOPTIONS="terminate:ctrl_alt_bksp,ctrl:nocaps"
For X: Use UI to make Dvorak the keyboard then use Xmodmap to make Caps-lock a Control:
xmodmap -e 'remove Lock = Caps_Lock' xmodmap -e 'keysym Caps_Lock = Control_L' xmodmap -e 'add Control = Control_L'
